POSITION STATUS: PART TIME
SALARY: $37.08/HR PLUS BENEFITS

Position Description: The Central Virginia Healthcare Coalition (CVHC) Fiscal Administrator provides accounting, administrative and fiscal support to the Central Virginia Healthcare Coalition. The CVHC fiscal administrator coordinates and works in conjunction with the designated Old Dominion Emergency Medical Services Alliance (ODEMSA) administrative and fiscal agent/vendor. The CVHC fiscal administrator also works with the designated auditor/vendor designated to perform the annual audit of the fiscal activity of the CVHC as it relates to use of any fiscal resources through ODEMSA. The CVHC fiscal administrator also coordinates with the Virginia Hospital and Healthcare Association (VHHA) and the Virginia Department of Health (VDH) Office of Emergency Preparedness (OEP) as it relates to the Assistant Secretary of Disaster and Response (ASPR) Health Care Preparedness Program (HPP). 

The CVHC fiscal administrator also coordinates and works with others as assigned by the CVHC Program Director. Coordination and work with other healthcare coalition members, partners and stakeholders will be essential to perform work activity effectively and efficiently. Examples of these key members and partners are CVHC staff, ODEMSA staff, government officials, healthcare community partners, public health officials, public safety officials, and other involved members, partners, and stakeholders.

Support of the CVHC strategic plan and the annual ASPR HPP budget and work plan will be essential.

The successful candidate must be proficient in oral and written communication skills, have computer skills with a working knowledge of business applications and technology (Microsoft Office Suite). The work activity is primarily accomplished from either in person or virtual platforms.  Frequently the fiscal work activity can be accomplished from home, an office setting or other designated physical locations. Some travel within the 23-county/5-city CVHC region, and travel outside the region may be required. Occasional overnight travel may be required.

The CVHC Fiscal Administrator is a contracted employee of the Old Dominion EMS Alliance and the fiscal agent for CVHC. The CVHC Fiscal Administrator is supervised by and reports to the CVHC Program Director.

The position is contracted annually and is funded by a federal grant program on an annual basis. Renewals for additional one-year periods are offered based on availability of grant funds and performance.

  • Strong proficiency in virtual platforms (WebEx, Google Meets, TEAMS, Zoom, etc.)
  • Demonstrated ability to analyze complex problems and implement effective solutions with the input and buy-in of members, partners, staff, and stakeholders.
  • Experience in healthcare administration, healthcare emergency management, or jurisdictional emergency management is preferred, but not required for consideration.

Education Requirements / Qualifications:

Bachelor’s degree in administration, finance, public health, health care administration, nursing, emergency management, public administration, health care planning, education, or other appropriate field with at least 2 years of experience and/or training in emergency/disaster planning is required. Computer and cellular phone/telephone knowledge, skills, and ability to utilize is required.  Strong interpersonal, public relations and project management skills are preferred. Genuine passion for and commitment to the CVHC mission, vision, values, goals, and objectives.

The ideal candidate shall be able to demonstrate knowledge and proficiency in the National Incident Management System (NIMS), Incident Command System (ICS), and the Homeland Security Exercise & Evaluation Program (HSEEP). The successful candidate for this position shall be able to obtain their ICS 100, 200, 700, 800 certifications within 3 months of their employment start date.

Candidate must have a valid Virginia or another US state’s valid driver’s license.  Candidate must also have a dependable means of transportation to carry out the duties and responsibilities of this position.

At the discretion of the CVHC Program Director, a combination of training, education, and experience may be substituted for the required degree.

Essential Functions:

  • Be able to process request for payments (RFPs) from credit card charges, expenses, payroll, and other services that are expended and/or utilized by the Central Virginia Healthcare Coalition (CVHC).
  • Be able to account for the cost, expenses and services utilized by the CVHC.
  • Be able to provide projected cost and expenses related to salaries, payroll, and hourly cost of part time staff providing services for the CVHC.
  • Be able to process and provide benefits management, payroll, and time accounting services as it relates to CVHC staff members and designated independent contractors. 
  • Be able to cohesively work with the designated ODEMSA administrative fiduciary agent (vendor) providing fiscal services to ODEMSA. This includes benefit management, staff payroll, time accounting and fiscal administration related to any designated independent contractors.
  • Be able to cohesively work with the designated ODEMSA auditor (vendor) conducting the annual financial audit (to include all the fiscal aspects involving the CVHC) to ensure inclusion and audit accountability for the CVHC fiscal activities for the applicable ASPR HPP budget periods (July 1 through June 30) annually.
  • Assist the CVHC Program Director with the preparation, projections, proposal, presentation, and implementation of the annual ASPR HPP budget period.
  • Assist the CVHC Program Director in ensuring the integration and compatibility of the healthcare coalition in concert with the designated administrative fiduciary organization (ODEMSA).

Other Potential Duties:

  • CVHC Fiscal Administration 
    • Accounting and Fiscal Administration of the CVHC Credit Card Accounts, Banking Accounts, Checking Accounts if established in the future.Fiscal Administration of any request for payments (RFPs) related to CVHC accounts, expenditures, and services as it relates to the ASPR HPP Grant Program.
    • CVHC staff payroll and time accounting as it relates directly to CVHC human resource administrative activities for CVHC staff and designated independent contractors.
  • Assist other CVHC staff with their assigned duties as it relates to fiscal administration as needed.
  • Other duties as assigned.

Classification:

This position is an at-will, FLSA part time position.

Employment Status:

This is a Part Time position hired as a W2 employee of the Old Dominion Emergency Medical Services Alliance who serves as the fiduciary agent for the Central Virginia Healthcare Coalition.  This position is only funded year to year (July 1 through June 30) as the ASPR HPP funding year is programmed for these yearly performance periods.
